The driver, ITS employee Martin Ruggles, said he was heading northwest on 34th st when the victim biked in front of his car on his black Schwynn bicycle near Parking Lot D.  Ruggles told ATVN the student approached the white Ford Escape he was driving at a “very quick rate of speed - I had no time to react.”

Ruggles was driving a department vehicle.

A witness said although he did not see the actual accident, he saw someone being carried on a stretcher and several fire engines.  Health promotions major Steven Do said he saw the accident from a window in the Montgomery Ross Fisher Building (MRF).
