U.S. Calls on Russia to Withdraw Troops

The U.S. Department of State said Russia must allow outside monitors to handle the situation in Ukraine.

Foreign ministers including U.S. Secretary of State John Kerry met in Paris Wednesday to discuss diplomatic solutions in the Crimean Peninsula.

International Relations expert Benjamin Graham said the US and NATO will not use military force to pressure Russia.

The gathering of international diplomats followed Putin's speeches Tuesday regarding the Russian military occupation of Ukraine.

The U.S. Department of State called on Russia to withdraw its troops from Ukraine. Jen Psaki, a State Department spokesperson, said Russia can avoid an all-out war if it stops taking aggressive action. She said Russia must allow outside monitors to handle the situation in the area.

Defense Secretary Chuck Hagel said NATO will decide if Western forces move into Ukraine.
