For the second time this year, local residents near Santa Fe Springs are dealing with a foul stench in their neighborhood.

Residents of Santa Fe Springs, Norwalk, Whittier and Pico Rivera have all reported the odor.

The Fellhoelters first noticed the smell two days ago during their daughter's quinceanera. They said it got worse as weather conditions changed.

"Right now, it feels like heartburn, a pain in my chest. My sinuses basically shut down and close. And I can't breathe,"said Dan Fellhoelter, a local resident.

Air quality officials have received almost 70 complaints in the last 36 hours. They say the smell comes from a former oil refinery, RDX Technologies, that now processes industrial waste.

Local officials put a stop to waste processing at the site over the summer after inspectors found five violations. The City's fire chief says the smell is foul but not toxic.

ATVN reached out to RDX Technologies but did not receive a comment.
