Police Charge Two Suspects in Northridge Kidnapping

One of the two suspects was released from prison last July in an effort to reduce overcrowding.

The L.A. County district attorney's office have filed numerous charges against two suspects in last week's kidnapping of a 10-year-old girl from Northridge.

Prosecutors have charged fugitive Tobias Summers, 32, with kidnapping and more than 30 counts of sexual assault.

Daniel Martinez, 29, was arrested Sunday and prosecutors have charged him with burglary and kidnapping of a minor.

Martinez remains in police custody and was expected to be arraigned Wednesday. 

Early last Wednesday, the 10-year-old girl was taken from her home on Oakdale Avenue in Northridge. Her disappearance launched a community-wide search. She was found at a Starbucks near her home at 2:50 p.m., nearly 12 hours after her kidnapping.

The 10-year-old had minor abrasions, according to police. Those accused of kidnapping her - Summers and Martinez - took her to several locations, according to police investigators.

Summers, 32, remains on the run. According to police, Summers has served time in prison for robbery, kidnapping, explosives possession and petty theft before being released in July as a result of prison overcrowding policies. 

Summers might have a shaved head, according to police, and be hiding near San Diego.

In the L.A. area, police said Summers often visits the San Fernando Valley, Devonshire and North Hollywood.

Police have yet to confirm if the kidnapping was random or targetted.
